Job Title: Communications Supervisor
Department: Police Department
Supervisor: Captain
Supervises: All Communications Operators
Job Summary: The primary responsibilities of the Communications Supervisor are to maintain the efficient operation of the communications division, and center. Participates in planning of programs, policies, or objectives for own group or division. Communications Supervisor will also serve as the Terminal Agency Coordinator (TAC).
Essential Duties and Responsibilities:
- Provides public safety dispatch services for emergency and non-emergency purposes for various agencies; keeps track of a wide variety of public safety responders, resources, personnel, incidents, and trends.
- Receives, screens, and takes appropriate action on all emergency service calls to include 911 calls from the public requesting law enforcement, fire, and emergency medical services; determines nature and location of emergency, determines priority, dispatches appropriate emergency responders/units as necessary in accordance with established department policies and procedures; relays pertinent information to law enforcement, fire, and emergency medical services.
- Enters emergency assistance call information into computer aided dispatch; determines location of call; inputs, modifies, confirms and validates information into TLETS system and computer aided dispatch system, enters data for reports and records, processes forms and record files; queries system databases as requested; maintains records and files in accordance with established standards.
- Provides information, instructions and assistance to the public within scope of authority; provides detailed call information to first responders as needed; maintains states and awareness of unit locations; monitors message traffic and relays information required.
- Receives and relays information regarding incidents and other activities to appropriate agencies and staff.
- Performs inquiries and criminal history checks, for agency law enforcement staff through TLETS; collects statistical data reports; updates and ensures the accuracy of the database.
- Adheres to TLETS and CJIS administrative and security requirements, criminal history dissemination, etc., required; ensures proper training for state licensing requirements.
- Enters, and clears department warrants; coordinates efforts with other agencies.
- Leads and/or participates in specific projects related to the department or office to which assigned and will provide project/program update summaries and analysis as needed.
- Contributes to the efficiency and effectiveness of the department’s services to the citizens and by offering suggestions and directing or participating as an active member of a work team.
- Represents the City with dignity, integrity, and a spirit of cooperation in all relationships with agency staff and the public.
- Participates in activities and duties related to emergency management during a local state of disaster, as directed by appropriate manager(s).
- As the agencies TAC; primary responsibilities include ensuring the agency is compliant with TCIC and NCIC and CJIS policies, submitting User Request Forms to DPS for new user access, and notifying DPS of any updates to an agency’s address or contact information.
- Review and validate TCIC/NCIC entries.
- Create and manage schedule for all telecommunicators.
- Review calls for service.
- Assign duties/tasks to telecommunicators as needed.
- Remain accessible to all employees.
- Participate in in-service or required training.
- Ensuring all telecommunicators are up to date on all required TCOLE mandated classes and are in compliance with CJIS.
- Ability to maintain strict confidentiality.
- Conduct employee performance evaluations.
- Maintain a variety of logs relating to public safety and departmental activities.

MIMIMUM JOB REQUIREMENTS:
Knowledge and Experience:
Must be at least 18 years of age, and have a High School Diploma/GED. Must have a valid Texas driver’s license and maintain a satisfactory driving record. Must have 4-6 years of dispatch experience, and a TCOLE Advanced Telecommunications Operator Certification.
Skills and Abilities:
Strong computer, verbal and written communication, and organizational skills. Strong interpersonal skills and ability to deal effectively with the public, other employees and elected officials. Ability to complete assigned tasks within deadlines and ability to prioritize own work.
Knowledge of:
- Radio-telephone operations and procedures.
- Procedures used in operating Computer Aided Dispatch and 911 Systems.
- Policies and procedures of receiving and processing emergency calls.
- Specialized computer systems/software currently used in the Communications Center.
- Geographical features and directional information.
- Policies and procedures of warrant and NCIC/TCIC functions.
- Call screening techniques and phone etiquette.
- Standard office practices and procedures, including records management.
- Techniques for dealing with a variety of individuals for various socio-economical, ethnic, and cultural backgrounds, in person and over the phone.
Skill in:
- Performing technical, specialized, complex, difficult, or technical office support work.
- Contributing effectively to the accomplishment of team work or division goals, objectives and activities.
- Working under pressure, exercising good judgement and making sound timely decisions in emergency and non-emergency situations.

Supervision Required:
Works under broadly defined guidelines; uses independent judgment to determine standards to
apply or adjust.
Physical Demands:
Daily use of hands and or fingers to grasp, handle, pick-up, pinch, type or feel: Reaching with hands or arms, talking and listening; frequent reaching with hands or arms; occasional climbing or balancing, stooping, kneeling, crouching or crawling and lifting objects up to 50 pounds; vision to read printed materials and a computer screen, and hearing and speech to communicate in person, over the phone, and over the radio; stamina to remain seated for long period of time.
Work Environment:
Work is performed primarily in a climate-controlled open work area shared with other employees; high call volume emergency dispatch environment, where there can be limited opportunity for physical movement and the dispatcher must remain alert and responsive while observing computer screen for uninterrupted period of time; may be subject to extended work periods without relief, and stressful situations. Noise level is moderate.
